Application requirements(conditions)：
- The minimum registered capital (foreign-invested printing enterprises engaged in publication, packaging and decoration printed matter business activities) :10 millions RMB
- The minimum registered capital (foreign-invested printing enterprises engaged in other printed matter business activities) :5 millions RMB
- have practical registered address
- Chinese and foreign Investors should be the legal persons with whole civil liability and has directly or indirectly engaged in the printing business management experience
- other investors one must meet the following requirements: 1, could provide the international advanced management mode and printing business experience; 2, can provide printing technology and equipment of the level of international leading; 3, to provide a more solid funding.

- for foreign-invested printing enterprises engaged in publication, packaging and decoration printed matter business activities ,the joint venture controlled Chinese investors should dominant. Of which: Chairman of joint ventures printing enterprises should be shouldered by Chinese man, Chinese board members quantity should be more than the Chinese foreign member quantity
- approving the establishment of foreign-invested printing enterprises, with the section, it should be in line with the planning of state printing enterprises total amount, structure and layout exception in accordance with the preceding provisions
